I have the honour to refer to your confidential
telegram No.262 of the 8th June, 1946, on the subject of the
proposal contained in the Report of the late Sir David Owen
that a Port Trust should be created to control the Port of
Hong Kong.

In August I appointed a Committee, under the
Chairmanship of the Honourable Mr. T.M. Hazlerigg, C.B.E., M.C.,
on which official and unofficial interests in the Port were
widely represented, to inquire into and report on the advan-
tages likely to accrue from the establishment of a Port Trust
such as that recommended by the late Sir David Owen and
generally to consider the questions referred to in your telegram
100 under reference. This Port Administrative Inquiry Committee
invited representations from forty-eight undertakings having
particular interest in the Port and from the public in general
and also had the benefit of hearing the views of Mr.C.J.Colman,
Chairman-Designate of the Port Trust.

I now forward for your information a copy of
the Report of this Committee. The Committee's conclusions and
recommendations are set out in paragraph 15 (pages 21 to 24) of
the Report.

After careful consideration of Sir David's
proposals and of the representations received the Committee
was unanimously of the opinion that, in view of the expense
